We have received a number of enquiries and concerns from our residents, regarding a planning application that has been submitted to Havering Council, relating to a change of use request from a dwelling house (use class C3) to a Mother and baby Residential (Use Class C3B).
We have approached Havering Council, to try and ascertain the details and background that relates to this request and have received the following response.
” The application describes the use as providing residential supported living accommodation for two adults and their babies, provided by a live in carer which they understand to be the applicant. They consider that the proposed use falls within the C3(B) use class which does not usually require planning permission. The definition of a C3(b) use is not more than six residents living together as a single household where care is provided for residents. The applicant in their supporting statements, have also indicated, that they are regulated by Ofsted, the Nursing and Midwifery Council and Social Work England.”
Havering Council’s planning officers are currently reviewing the application and will review and consider all the documents that have been supplied, together with any comments that may be submitted. The Council have until 20 November 2023to make a decision.
Has this been re applied for because it seems to have come up again. Do mothers with babies normally have carers? Sounds strange to me.
