Havering Council FAQs and Links

Over the last few years, Havering Council has made great strides to improve its Customer Services and make it easy for residents to get the support they need. This has included introducing and upgrading online forms so you can report issues quickly on the web.

We have gathered the most frequent Customer Service questions together into an easy list, with links to the correct page for each issue to make it easy to find and report in future.

 

Roads and highways

The Council is responsible for roads and streets across the borough, with the exception of motorways and the A12, A13, and A127, which are maintained by Transport for London.

The most common highways queries we receive from residents are:

“I want to report a pothole and broken paving”

We work hard to maintain roads in Havering, with a schedule of resurfacing works taking place throughout the year. Unfortunately potholes and broken paving does happen, and it’s important residents let us know as soon as possible to ensure we can keep the roads safe.

“I need help with a faulty street light” 

It’s important that residents feel safe in the borough, especially at night. Faulty and malfunctioning street lights can be hazardous for drivers, and encourage anti-social behaviour. If you know of a faulty street light, report it.

I’m worried about blocked drains and gullies, or flooded roads”

As we head into Autumn, we’re going to be seeing roads strewn with fallen leaves, which can build up with mud and dirt from the roadside to block drains and gullies. We have a cleaning schedule to clean streets around the borough, however if you’re aware of a blocked drain, particularly in an area that is prone to flooding, you can report it online.

Waste collections

Havering Council runs weekly waste collections for rubbish and recycling, as well offering a bulky waste collection service, a garden waste subscription service, and clinical waste collections, as well as operating the Gerpins Lane Waste and Recycling Centre.

These are some of the most common customer services queries we receive on waste collection:

“My weekly waste collection was missed – how do I report this?”

The waste collection team works on a robust schedule to ensure household waste is collected on time. Occasionally, streets may be missed from the schedule, often due to an issue with access to the street due to poorly parked cars. Remember, the teams have until 5pm to collect your rubbish bags.

If your waste hasn’t been collected by 5pm, you can check the missed collections list on the website and report yours to be added to the schedule the following day.

“I have old furniture and bulky waste I need collected”

In order to help residents clear our old furniture, we offer a bulky waste collection service at an additional charge. Residents who are able can also take bulky waste to the Gerpins Lane Reuse and Recycling Centre for free.

Street cleaning

Havering is one of the greenest boroughs in London, and a brilliant place for people to live, work and visit – and it’s important we keep it that way. Our street cleaning team are always on-hand to clear up dumped rubbish, clean graffiti, and do what we can to keep the place tidy.

 

Some of the most frequent street cleaning queries include:

“Someone has dumped rubbish on this street (fly-tipped)”

Unfortunately fly-tipping takes place in all boroughs, but we work closely with the local police and our CCTV teams to catch fly-tippers and issue fines and other punishments where possible.

“The litter bins on the High Street are getting full, can they please be emptied”

We regularly empty bins that we have installed at busy areas in the borough. If you know that there is litter in an area please complete our street litter form and we will send a cleaner out if necessary.

“There’s a dead fox in the street, can you remove it please?”

The Council will remove dead animals found on public land, usually within 24 hours of receiving a report. Household pets, such as dogs and cats, will be checked for microchips so we can try to notify the owner.

Public protection

Havering’s public protection teams cover a wide range of areas to keep residents safe. This can include illegal parking enforcement, noise and pollution, trading standards enforcement and more.

These are some of the most frequently asked public protection queries:

“Someone has parked their car dangerously/is blocking my driveway”

The council can issue Penalty Charge Notices (PCNs) against illegally parked vehicles. These can include parking over your dropped kerb, blocking pavements, parking over grass verges, and blocking roads, which could be dangerous and block emergency service vehicles.

“There’s an abandoned vehicle on my street”

Please make sure a vehicle is abandoned for at least a week before reporting this -however, if the vehicle is burned out or the windows are smashed, let us know immediately.

This also includes vehicles that have been parked dangerously, or abandoned in the middle of the road.

“My neighbours are making loud noises late at night”

We get it – excessive and regular noise can have a big impact on our lives. The Council can sometimes step in if there is no other way to resolve the issue, depending on the level of noise and how regularly it is happening.

Registrars

Havering Council’s award-winning Registration service provides an essential service to register all births, deaths and marriages that take place in the Borough. Based at Langtons House in Hornchurch, the team performs a range of ceremonies each year including Civil Marriage/partnership as well as Citizenship Ceremonies.

 

The team also carry out civil marriage at a range of approved premises across Havering, and provides a service for those requiring copy certificates for birth, death and marriage (where the event took place in Havering).

 

The most common queries for the registrar service includes:

“I need to register my new baby”

Firstly, congratulations! To register a birth in Havering your baby must have been born at Queen’s Hospital, at home or another address in the borough. You must register your baby’s birth within 42 days (6 weeks) by law, and you need to book an appointment online before visiting the Register Office.
